Clinicians look to health care managers to provide funding for breakthrough or substitute technology/treatments. Breakthrough technology/treatment occasions of service generally grow quickly and are often routine practice within a year of two. Often substitution of a treatment with new technology does not happen as a direct swap but occurs over a period of time where greater numbers of the new technology/treatment occur as the use of the old technology/treatment decreases.
