Discussion: Normative Nature of Foundings
The founding of America and the founding principles of democracy remain an integral part of modern-day policy discussions. Contemporary policy debates revolve around interpretations of how the founders of our nation intended it to be governed. The ongoing controversy over the meaning of the Second Amendment to the United States Constitution is an example of a modern-day issue rooted in early founding principles. Given the nature of gun violence in the United States, the right to bear arms is a heated policy issue that warrants in-depth reflection of what the Founding Fathers actually intended for this fundamental right. Part of the modern-day argument centers on whether government intervention in the form of gun control is what the Founding Fathers would have wanted. Debates about the proper role of government are as old as the United States itself. The very fact that there still is concern about what the founders intended is an indication that founding periods in government, and the founding of the United States in particular, are viewed as normative events, that is, events that established or instituted democratic standards or became the basis for American democracy as we interpret it.

Review the article “Ethics and Comparative Administration” in this week’s Learning Resources. Think about how current policy debates (such as affirmative action) might be explained by reviewing founding principles of the Constitution.
Review the article “The Constitution in Public Administration: A Report on Education” in this week’s Learning Resources. Reflect on the notion that the founding of the United States constitutes a normative event.
Consider whether current policy debates are rooted in the founding principles of democracy.
Think about founding principles in the Constitution and reflect on how those early standards are relevant to modern-day policy debates and ethical issues.
Select a contemporary policy debate related to your specialization or one with which you are familiar and in which you have an interest.
Think about how the policy debate that you selected reflects the normative nature of foundings.

Consider the argument that democratic governance is the foundation of bureaucratic ethics.
Think about whether you agree with this argument.
Consider what you believe to be “true” about the foundation(s) of bureaucratic ethics.

Analyze the argument that democratic governance is the foundation of bureaucratic ethics.
Explain whether you agree with this argument and why or why not. Be specific. Use examples to illustrate your points and justify your position.
Based upon your analysis, draw at least one conclusion about the foundation of bureaucratic ethics.
