In Module Two we looked at CA state government, concepts, constitutions, institutions, the economic sector, and the impact of the historical development of the state in an attempt to understand what government is and how government accomplishes work (public administration). Of particular importance to public administrators is the issue of the budget, how it is formed and what it contains. Actually, most administrators are only interested in the budget for their own agency. However, you all are expected to be reflective, either as citizens or as practitioners—professionals in the discipline. Therefore, we will focus on the entire budget and in this module compare and contrast the revenues and expenditures for the federal, state and local governments. You do not need to answer in narrative or essay form. EXAM : 25 points

1. Revenues and Expenditures ( 12 points)
Create a table, graph, chart, or list that includes:
a. The three (3) major sources of revenue for each level of government and
b. The three (3) major expenditures for each level of government, and
c. The appropriate percentages of the whole each represents. For example,

2. Sources of Revenue: ( 7 points)
Identify 7different types (sources) of revenues and if the source of revenue is a tax describe whether it is a progressive, regressive or flat tax.
For example, the user tax is a fee charged to the individual that uses the government provided service—state park entrance fee. This may look initially like a flat tax—the same charge for any user but it represents a larger proportion of the discretionary income of poor individuals so decide what type of tax it is.
3. Your Taxes (3 points)
Apply three different types of tax to yourself (in reality or a virtual reality). Indicate a yearly income and estimate what you did or would have paid in taxes for 2011.
