CMC recognized that because of several external forces it had to change its organizational structure and work practices away from a fee for service environment. Consequently some of the major goals of the medical center were to move from focusing on inpatient care to focusing on ambulatory care, from expanding hospital operations to developing alternative care services,and from focusing on profit centers to focusing on cost centers. In its assement of its organizational internal environment. CMC found that its hospital information system was inadequate to support new goals.What the CMC discovered was that the current transaction based system principally supported a profit center stretegy with a focus on a finacial systems. Patient care tasks were only minimally supported and frequently this support was solely in operational areas such as order entry/ results reporting systems. The current system did not adequately capture or store patient care related data on a longitudial basis or effectively track resource consumption. These data are precisely the type of data CMC would need in order to be a surviving player in a managed-care environment.
