Congressional oversight is the process of investigating the implementation of laws by executive branch actors. Congressional committees are responsible for much of this oversight function. Oversight, at least in part, is an effort to determine whether federal programs achieve legislative objectives. At best, the function of congressional oversight is very broad and requires more resources than Congress can employ in the assessment of program implementation.

Select one example of a congressional committee’s oversight activity. Present your analysis of the activity using the following questions as a guide:

• What issues or problems were under review?
• When did the problems and the congressional oversight occur?
• What were the committee findings and what narratives emerged to explain those findings?
• How, if at all, did oversight translate eventually into legislative and/or program change?
