Employ the Multiple Streams (MS) Framework approach to Public Policy to develop the core (draft) of an empirical paper that explains developments in a given policy domain at the federal level in Canada since the election of the first Harper minority government in 2006. The specific Policy domain I have chosen is the increasing harmonization of US-Canada cross-border travel documentation Policy. The paper should be constructed to employ the Multiple Streams Framework to explain what happened, briefly introduce consequences for affected groups (I’m interested in consequences/reactions from business interests and refugee claimants as a result of these documentation policies), generate predictive statements about future developments, and address shortcomings of the MS framework. Please note that this paper (1000-1500) words is a draft or skeleton of a final paper, which will ultimately be 2500-3000 words. Much of the theoretical structure of the framework can be obtained from the book "Theories of the Policy Process" by Paul A Sabatier. I can attach the book electronically if necessary.
