Instructions to students:
You are a member of a professional planning consultancy that has been commissioned by a local authority (municipality or appropriate level of sub-national government) to prepare a planning brief for one of the following sites
East Pilgrim Street site, Newcastle-upon-Tyne
The Newcastle planning brief should cover: reference to relevant planning policies (local plans and the National Planning Policy Framework (NPPF), possible suitable uses for the site, design, access (including disabled) creation of meaningful public spaces and traffic issues, impact on surrounding buildings, noise issues, green building issues, and any other issues you consider relevant. (NB, Marketing and valuation issues are not relevant to a Planning Brief for a local authority, municipality, etc).
The townscape character (Grainger Town) in the vicinity of the site provides the context for the redevelopment and should be central to discussion of the issues. A brief analysis of the immediate townscape should be included in your report. A site visit must be undertaken to help evaluate the potential of the site and you should take photographs during the site visit (see appendix 1 & 2 for site plan and aerial photo).
Working individually you should produce two design/layout options for your client to consider. These should be primarily written statements, but may be supported with sketches and/or illustrations/photographs (integrated within the text). You should relate relevant planning policies to your options using critical analysis. Do not simply provide a descriptive list of policies.
The proposals you put forward in your coursework should NOT be heavily based on any of the existing options which have been drafted for Newcastle City Council.
