*For another quantifiable dataset, perhaps you can look into states like Texas and see if anyone has studies that have shown the amount of Money the state has received as a result of granting in-state rates.
It might not be PC to isolate that population in official paper work and therefore no disaggregated data about tuition payments and immigration status, but it might be something to look into, at the very least a projection based on the initial estimate.
? Look if enrollment has increased in Texas and California after the bill was passed.
