1. u03d1 Evolution of Public Safety
Public safety is a broad term, encompassing disciplines such as law enforcement, emergency management, the fire service, emergency medical services, public health, the National Guard, emergency communications centers, and the military. Select any two of these disciplines and discuss how they have evolved over the past fifty years. What has changed in terms of their roles, their workforce, and the expectations the public has of them? Has this evolution path been for the better? What challenges has this evolution created for public safety leadership?
NOTE: If you select the military and the National Guard, which you are free to do, you must insure you discuss them as distinct entities. Essentially, make sure you discuss the National Guard when it has not been federalized.
1. Public Safety Agencies and NIMS
NIMS has a number of components, each with very differing purposes and roles. Consider the public safety agencies in your area. Which of them would be best suited to take the lead in overall NIMS implementation, or with implementation of specific NIMS components? Please keep in mind that NIMS is more than ICS. This is not simply about who should be in command of an incident, a decision which should be based upon the threat posed by the incident, but rather about NIMS as a program, with its components being sub-components of that program within the community. In essence, if NIMS is to prepare the public safety community to respond to a disaster, which agencies are best suited to deal with the preparation-related activities?
