Read the general industry information, looking for Australia’s major trading partners in that industry. This is a good way to find countries on the list for the assignment. If they are major export opportunity destinations, there is likely to be more information available.
Select your country (Canada), then find the responsible policy (government department or agency) AND regulatory body (the regulator – please be aware that some industries/countries adopt industry self-regulation, so there may not be a government regulator in all cases).
Once you have found the policy and regulatory body, it should be easy to find current issue these bodies are dealing with. Typically, the same issue is being dealt with by governments all over the world, so find the big issue.
Once you have selected your issue, start to describe the policies or regulations the respective governments use to deal with the issue.
It is easiest to create a working hypothesis – that is, pick a country and say “Country A is more effective than Country B”. Now prove or disprove your hypothesis. If you prove your hypothesis, then explain why Country A is more effective. If your hypothesis is wrong, then simply change your answer and explain why Country B is more effective.
Think about which industry or broad professional area you want to investigate.
Think about what issues you have come across – if you cannot think of anything try doing a newspaper article search to see what has been happening in the regulatory space in your industry.
What would be the most appropriate country to compare Australia to (again thinking about finding the similarities AND differences). What would make for an interesting comparison on the issue?
Once you have found a regulatory or policy issue – do further research on it:
Find newspaper articles – what has been happening in the past 5 years regarding policy development or changes in (or lack of) regulation/policy – I need to stress again that you must not rely on these as sources of information, they are great however to get a snapshot view at what has been happening, use them as a starting point to find more information from academic sources.
Find the appropriate regulations or policies – make comparisons about the regulatory approach or framework in each country – what is different, what is the same or similar?
Start thinking about 3-4 criteria to make your comparison between the countries. To do this, think about what needs to change, why is it a problem, what is missing, what should be done, what isn’t being done, other considerations regarding the public, institutions, business and government (it is important that you focus on the effects of the regulation/policy on business and/or consumers as this is what the question specifies).
Draw up an essay plan using the structure on the board.
