A timeline will be expected to include preliminary tasks associated with major tasks (for example, if applying for a postdoc is on timeline, it would be expected that prior tasks such as researching postdocs and beginning written application would also be on timeline). Grading will include completeness of associated tasks, because it demonstrates thoughtful and realistic thinking by the students.
