Assignment: Who should pay to mitigate climate change? In a brief essay defend one (1) of the following principles of equity for determining who should pay to mitigate or adapt to the effects of climate change.
a) the “Polluter pays principle” (PPP; Shue, CE chapter 5, first principle of equity, see also Caney, CE, chapter 7, sections 2-3); If you defend PPP, you will need to a) decide whether you see responsibility as an individual or a collective matter, and b) respond to Caney’s objections to the PPP, that is, you will have to rebut those objections, giving an argument for why they do not succeed in defeating PPP.
b) the “ability to pay principle” (APP; Caney, section 9); If you defend APP, you will need to deal with the objection that those with greater means, but not necessarily greater causal responsibility for climate change, are responsible
c) the “beneficiary pays principle” (BPP; Caney, CE chapter 7, sections 4-5); If you defend the BPP, you will need to a) determine under which circumstances BPP is appropriate, that is, give an argument for when we should use BPP, and b) deal with objection that, according to BPP, someone who had nothing whatever to do with the production of climate change is responsible for fixing the problem.
**BE WARNED: IF you make claims about intergenerational justice, you MAY be setting yourself up for either Parfit’s non-identity problem, where later generations cannot claim to have been harmed by earlier ones, since the former owe their existence to the actions of the latter, or Gardiner’s pure intergenerational problem, where current generations have good reason to choose not to act cooperatively or to accept moral responsibility for the consequences of their actions. SO: BE CAREFUL how you defend the principle you choose to support. If you are careful, you can avoid
running into the problems, or you can use moral principles, such as Parfit’s principle (A), that prevent
the problems from emerging. **
