They all relate to the concept of public administration—the structures and processes of administration and management of public organizations and the discipline of public administration. The focus is on understanding these through the context of the local level of government. Develop a definition for each concept—a few sentences that capture important aspects of the concept. Then develop an example of the concept in regard to public administration in California. Start with the textbook on public administration you chose for the course and review the lectures and handouts provided for the module, and then expand to other resources as needed.

EXAMPLE: Council-Manager Government
The mayoral form of government was a common approach until the last half of the Twentieth Century. In the council-manager form of government the power and authority rests with the city council who delegates certain responsibilities to the City Manager. A mayor may still exist but uses what power he or she has in ceremonial functions and to support the actions of others. In Bakersfield we have a council-manager form of government. The City Manager is a public administrator.

These are individual assignments, but you may discuss the assignments and share sources and resources in your discussion groups or on the Discussion Board. All exercises in this module are to be completed by Sunday, August 8th at 11:59pm. Neither of these projects can be completed at the last minute, so start early.
EXERCISE ONE: The Code of Ethics —required 25 Points
The discipline of public administration is itself managed by professionals that practice public administration and may belong to a professional organization—The American Society for Public Administration (ASPA). The members of this organization have developed and affirm a Code of Ethics with five principles. Locate the ASPA Code of Ethics and review it.
The faculty and other administrators at CSUB are all state employees, professionals with a responsibility to promote these principles. With a focus on one of the five principles develop an Issue Paper identifying an issue related to professional practice that is addressed by this principle. Explain your concern and suggest a course of action. This is to be an example of civic involvement and service learning in a professional context. How do you attempt to make change within an organization in a constructive manner—focus on the principle and how the practice of the principle could be strengthened and be specific. You will need to recommend at least 3 alternative actions. I will be asking you to actually submit this.
Issue papers have a specific format. Be sure to locate the example and the grading rubric for directions.
EXERCISE TWO: Evaluation of Job Announcements —required 25 Points
The term middle management refers to a collection of positions in an organization in the middle of the organization. The levels with an asterisk * are considered middle management:
