The contemporary reparations movement is led by the National Coalition of Blacks for Reparations (NCOBRA), which has pursued various strategies to advance the cause. In addition to petitions, lawsuits and demonstrations, NCOBRA proposed to Congress, An Act to Stimulate Economic Growth in the United States and Compensate, in part, for the Grievous Wrongs of Slavery and the Unjust Enrichment Which Accrued to the United States Therefrom. The proposal advocates the establishment of a commission to determine the amount of reparations. It sets no dollar amount, but requires that one-third of the payment go to each individual African American person; one third to a national congress of black civic organizations and one-third to the Republic of New Africa.
According to the authors of the textbook, the prospects for passing a bill to set up a commission to study reparations do not appear good. This opinion is rendered even though other groups, for example Japanese Americans were awarded an apology and $20,000 each for being incarcerated during World War II.
