Choose what you think are the two or three most important issues and focus on them ? say about 300 words for each. Then a 50 word conclusion, a last chance to sell your proposal.
Do not bore the client. Make your submission as easy to read and digest as possible (eg break it up with subheadings, make it flow in a logical manner, etc). Each client will choose one consultant ? that means around 50 of you will miss out. Your submission alone will determine whether you are selected. Good luck!
