Situation: You are a member of a U. S. Joint Task Force on Terrorism. The task force includes members from all agencies and departments within the United States that deal with terrorism.
Two days ago a suicide bomber drove a van full of explosives into a community building in a residential neighborhood housing service members and their families on a U.S. military base in Floola. Hundreds of men, women and children were killed. Floola is a peaceful nation in South East Asia. It has a secular government that maintains a friendly relationship with the United States and supports the military base on their soil. The majority of Floolians are Muslim, but other religions are openly practiced.
