Course Overview: Theory of State Stability and Practical Applications of Development AidIn the continuum of peace operation activities, peacebuilding represents the theoretical transition stage from state disruption to stability. This stage is often referred to as post-conflict reconstruction, and much of its activity is focused on service delivery and institution building (or re-building). The immediate phase of post-conflict assistance is usually referred to as humanitarian assistance, and international donor funds are typically earmarked as such and channeled through specialized humanitarian agencies. Humanitarian assistance has a limited lifespan, and between approximately one to five years normally transforms into a longer-term development program, with assistance channeled through a different set of agencies and mechanisms. Whether assistance is intended for humanitarian or development purposes, it is considered to be an investment in preventing countries from cycling back into conflict.In the modern era the post-WWII Marshall Plan is often cited as catalyzing contemporary humanitarian and development priority and methods, and is considered by many (though not all) to be a successful example of bilateral aid. Since its implementation in western Europe between 1948 and 1951, over three trillion dollars have been invested globally in international aid. There are significant critics of this investment, such as William Easterly (White Man?s Burden), who believe that this assistance has had literally no impact on the development of target countries. A number of countries today in fact appear as bad off as they were decades ago. Paul Collier, in his book The Bottom Billion, proposes that some of these countries have particular traits making them resistant to typical aid investment, and that their continuing poverty increases their vulnerability to conflict.??.At the same time, many more countries have escaped poverty, and human development indicators globally have greatly improved in the post-WWII period. The majority of the world population is wealthier, and healthier. And most analyses of global conflict find it reducing. But the causal relationship between human development indicators and state stability is not well documented. And the impact of bilateral or multilateral aid on population level is also difficult to demonstrate. Further, some aid efforts have been demonstrated to have had negative effects.This course will disaggregate the constituent elements of development, which will be seen to be a balance of state stability and human well-being. In terms of human well-being we will interpret this concept through Amartya Sen?s (Development as Freedom) means and ends concept of individual agency. Between Sen and Collier we will get both broad and deep recommendation on where development assistance should focus. Through analysis of multiple development and stability assessment indices we will learn how these issues are quantified for analysis, as well as a detailed examination of the state of the world today. Development analysis tools will be cross-referenced with common conflict analysis tools to identify how they inter-relate. The course will also consider the evolution of development practice from the Marshall Plan through contemporary thinking embodied in frameworks such as the Paris and Busan declarations on aid effectiveness, as well as the Sphere Project. A practical exercise in application of Mary Anderson?s Do No Harm approach will be implemented across the classes using case studies from that same text.Course Assignment: In this assignment each student will research one development indice.
