Governmental bodies closest to a policy problem are considered best equipped to address it. However, state governments have financial constraints as shown by a recent study by a think tank. These are the research findings of Johnson, Oliff, & Williams, (2010):
• States suffered a double-digit loss in tax revenues from October 2008 to September 2009.
• State budget shortfalls for the fiscal years 2010–2012 are projected to be $500 billion, despite increases in intergovernmental transfers to the states.
• At least 33 states have recently raised taxes and most have cut personnel, programs, and services.
• Almost all states, unlike the national government, have a constitutional provision that requires an annual balanced budget.
Address the following:
1. What factors besides the financial—social, economic, political, and governmental— might limit or even prevent effective state and local public policy action on a range of domestic policy issues?
2. Select and describe one state or local program “success” and one “failure.” (Do not use a social welfare program.) For each selected program, complete the following:
• What is the capacity of state and/or local government to implement the program?
• What are the limitations of state and/or local government in the implementation of the program?
