The second part will offer an first explanation (why? ) for this foreign policy decision inspired by one of the 12 models listed below.The third part will present an alternative explanation based on a second model from the same list. The last part will discuss how these two explanations interact (how are they inconsistent, compatible, etc). No table of content, no introduction, and no conclusion are required.
The 12 models available are:

4) decision makers’ cognitive consistency;
5) bureaucratic politic;
6) cybernetic decision making;
7) prospect theory;
8) constructivist analysis of national identity;
9) garbage can model;
10) epistemic community;
11) groupthink;
12) standard operating procedures.
None of these models are a priori better than others to explain a given policy decision. What matters is the empirical demonstration that the two models selected are relevant. Take note that common explanations in international relation theories, such as balance of power, are deliberately excluded from this list.
