(I think the focus is on the role of HRD in successful globalization and how this links with countries’ agendas for 21 century. Probably through this study; I may come out with suggestion for Korea to make the most possible advantage of the international students they support (human resource) such as allocating them to teaching or any contributing work just like in Scandinavian countries).

There exist trends of students who are living and working in an increasingly global and intercultural world have not only their own feelings and perceptions regarding the opportunity but also have advantage of enjoying intensive immersion experience in all dimensions of development with other countries and other people. They also gain insights, capabilities and ideas about how to work across boundaries that cannot easily be obtained at their home countries.
However, the question that has been frequently come to the mind of researchers and scholars, to what extent does this trend really benefit the countries involves? Or just the benefits go to the students themselves? With specific reference to international students studying in Korean higher learning institutions in Korea, this study examines the role of HRD in successful globalization and how international students can link the IHRD goals to their home country’s strategic agendas in 21st Century. It examines perceptions reported in a survey sampling of —–students from higher learning institutions in Korea. It compares the students’ conceptions of the trainings and motivation of attending the trainings as will have it effect on effectiveness or performance.

Effectiveness depends on (can be predicted on) the student’s attitudes, perception and belief of overseas training programs together with the understanding and familiarity of his/her home country’s strategic needs. Also the accuracy of familiarity and understanding of the strategic needs of a country depends on the attitude and perceptions.
