As the 3rd Military Intelligence Property Book Office, I am the Primary Command Supply Discipline Monitor for the Battalion. I have been assigned to the 3 MI BN since November 2011 and have since implemented many systems to ensure that Command Supply Discipline is implemented at the lowest levels.
The Command Supply Discipline Program is a compilation of existing regulatory requirements. It is a mandatory program designed to simplify command, supervisory and managerial responsibilities. Simply put, the Command Supply Discipline Program forces Company Commanders to be fiscally responsible, to maintain and account for their equipment, and to follow established Army Supply procedures.
At the company-level, I have assisted the Company Commanders to initiate the program. Through education which starts at Change of Command In-brief with me. I have made complex regulations and supply terminology very simple and easy to follow and understand in a form of PowerPoint presentations which are delivered to the Company Commanders, Supply Sergeants and their Company Executive Officers. I have further briefed my Battalion Commander on the importance of the CSDP Program and he has made great emphasis that all company commanders will make the Command Supply Discipline Program a top priority. Although the Command Supply Discipline Program Standard Operating Procedures is an important document, key leadership?s attitude towards the Command Supply Discipline Program is much more important. If the command team views the program as important, the unit will excel.
I have personally assisted every Company Commander to develop measures to enforce supply discipline. This includes the following tasks:
? Develop CSDP to implement in the unit
? Provide the personal interest necessary to establish an effective CSDP
? Identify the appropriate CSDP requirements listing from AR 710-2, appendix B
? Review the requirements listing within the CSDP to become familiar with the applicable regulatory requirements
? Make adjustments to the requirements listing as dictated by the unit unique requirements
? Provide training to unit personnel on supply requirements, procedures and methods
? Take administrative measures to account for lost, damaged or destroyed property
? Take disciplinary measures to deter and/or correct fraud, waste, negligent damage and/or loss of government property.
? Perform routine duties using the CSDP to include mentoring supply personnel on a weekly basis to ensure that they not only receive the tools to be successful CSDP managers but to ensure they are equipped with all the skills needed to perform their duties as Supply Sergeants and as Quartermaster Soldiers.
? Review past evaluations conducted by higher headquarters to determine if any discrepancies have not been corrected.
? Check property authorization documents and make sure that all equipment is either on valid request or are on hand. I also work closely with the BDE Force Modernization Office and submit requests to update the MTOE so that the Battalion will receive the equipment suited for its wartime mission.
? Check requesting and receiving supplies to ensure that units are only ordering and receiving equipment that is needed to sustain their forces and their unit?s mission. In addition I make special emphasis that all property is accounted for correctly on the property book.
? Check disposition of property ensuring that all excess or unserviceable property gets proper disposition for turn in.
? Check property responsibility by ensuring that proper sub-hand receipts procedures at unit level are correct and have been updated.
? Check OCIE and personal clothing
? Check management of loads
? Check PLL
? Check inventories procedures used for monthly inventories. I ensure that the most current Technical Manuals are used and shortages are annotated correctly.
? Check records for lost or damaged equipment
? Check Storage
? Check POL Management
? Perform automated system checks by checking each unit level PBUSE reconciliation reports and unit sub-hands. I send a PowerPoint presentation to each supply sergeant and Company Commander showing what errors I have found and how to correct the deficiencies. I then conduct a follow up one week after to monitor their progress.
? Check status of CSDP program by checking that the unit is implementing the system and that the program is actually working at all levels.
? Submit issues and recommendations to the Company Commander. I make weekly visits to each supply room and actually observe the supply operations and allow the supply personnel the opportunity to ask me for assistance. Based on my observations I could make recommendations to the commander and supply sergeant or acknowledge outstanding performances on the spot.
The Supply Sergeant usually maintains the day-to-day supply operations within the unit. His or her job is to follow Army regulations and maintain proper accountability and serviceability of the unit?s equipment. The Command Supply Discipline Program is designed to validate and improve his or her performance. It is my intention at the end of my tenure at the 3rd MI BN to implement and sustain a very easy CSDP program. I believe that taking the extra time to assist each Supply Sergeant and giving the proper mentorship and set goals for continuous improvement the CSDP for this battalion will always be successful.
