On May 17th 2012, the University Council here at the University of Saskatchewan passed a motion to restructure the College of Medicine into three new divisions. More information on the structure and role of the University Council can be found at https://www.usask.ca/university_secretary/council/.

Opposed to this decision, the College of Medicine Faculty Council gathered fifty signatures from members of the General Academic Assembly (the GAA consists of faculty members from across the university: see https://www.usask.ca/university_secretary/gaa/index.php
for more information) in order to enact a rarely used provision of the University Act requiring the President of the University of Saskatchewan to convene a special meeting of the GAA for the purpose of passing a motion that would require the University Council to reconsider its May 17th restructuring decision. This special meeting of the GAA was held on September 6th, 2012, where a motion was passed (200 in favour, 93 opposed) to direct University Council to reconsider its decision. On September 20th the decision was reconsidered, and the University of Saskatchewan President asked University Council to vote down the original restructuring motion so that a team that includes the sponsors of the original motion, as well as stakeholders from the College of Medicine, could collaborate on putting together a new proposal.
The details of the restructuring decision are outlined in the agenda documents from the May 17th meeting of University Council publicly available on the UofS website.1 Using documents and web links provided to you on Blackboard, as well as any other publicly available information (hint: Google search for U of S College of Medicine restructuring as a starting point), address the following sections. Be sure to integrate and apply all of the relevant course content into your paper.

1) Provide your understanding of the rationale (business case) for the original restructuring project, based on the documents and links provided on Blackboard as well as any additional research and reading you undertake. Discuss the stakeholders (both those specifically identified and those you reasonably assume would be stakeholders), and what their potential competing priorities would be in this restructuring project. Develop a summary of critical success factors for this restructuring project based on your analysis of stakeholders and their potential competing priorities.

2) Draw upon all relevant course content to identify reasons that might explain why the College of Medicine Faculty Council was opposed to the original restructuring project. Given the highly collaborative and consultative collegial decision-making culture at the University of Saskatchewan, discuss why you think the original approach taken by the University Council failed. Be sure to rely on the appropriate course content in your discussion.

3) Assume that a pay for performance system would be integral to the successful implementation of this restructuring project. Discuss key considerations and risks that someone designing a pay for performance system (specific to this project and to the constraints relevant to the University of Saskatchewan) should be aware of.
