vi) How is the program accessed at the local level?
b) Alternative program characteristics

4) Evaluate/Analyze the policy. Using Dolgoff & Feldstein’s model and data you research as part of your project, determine whether or not the program adequately implements the policy, and whether the policy then adequately addresses the social problem. Specifically, respond to the following:
