Utopia is one of the many islands that are inhabited but with abundant natural resources that include fertile lands for agricultural purposes, numerous fishing grounds, and the region has spacious land where various recreational facilities can be constructed. As the refugees take homage in the new lands, the region should be well equipped with recreational facilities that will enable them to overcome their psychological trauma as well as establish a cohesive community amongst themselves. With the United Nation High Commissioner for Refugee (UNHCR) being the overseeing authority of the entire project, the funds for the construction of the various facilities and all the economic activities within the island was raised by selling the satellite island to an international resort chain. The development of the Utopia islands will be developed in three key stages. The initial stage that is duped as stage 1, entails the construction stage. The stage, that is currently underway as it commenced from the year 2015 to 2017, is purposed to create 5000 units of houses that will house the refugees. In order to generate enough funds for the commencement of the above-mentioned economic activities, UNHCR will sell the Elysium for AUD $ 50 million. The asylum will be planned and build to promote tourism, with a capacity of approximately 2500 tourists. According to an agreed business plan between the UNHCR and the resort owner, the plan stipulates that the resort owner will be responsible for the upgrading of the airport as well as employ Utopia citizens in the execution of various projects. Since Utopia will be self-sustaining, it will be responsible for the provision of supply of vegetables and fruits, sea foods, and other agricultural products to the asylum seekers. Putting into consideration the requirements of stage 3 phase of the project, due to the onset of wet season that will start as from September as depicted by the weather pattern in Utopia, the construction process is planned to last for a period of a month. Scope Base Line The scope base line of the project entails building of various recreational facilities within the volcano area main theme park and the extreme sport center (Burke, 2013). The purpose of the recreational facilities is to provide the refugees an arena in which they can interact, heal, and bound after the trauma of war. Time duration of the project will be 30 days The construction is based on a calendar that allows 5 working days per week and two days for the weekend. The construction work will be undertaken seven days a week, allowing for shifts where necessary.
