In this essay you will design a reentry program for a state adult department of corrections. This program design will include a vision, mission, and outcomes statement. Additionally, there should be discussion regarding how to measure the programs outcomes. There should be a brief but thorough discussion of the history of reentry policy since 2002. There should also be some discussion regarding who is responsible for program implementation both in the institutions as well as the community. Program design decisions should reflect a real understanding of the legal responsibilities and limitations that exist in the criminal justice system. In short, the design should make sense and be workable. In the conclusion of the essay, insure that a clear design has been selected and that there is a summary of program expectations (outcomes) for the department. There should also be some discussion regarding budget costs for the agency.
Students must use a minimum of 5 peer review journal articles as defined by the ulrichsweb resource that can be found in the library link and is also discussed in the course content. The articles should focus on the history of various reentry program designs and success/failure determinations. The five (5) articles selected to meet this requirement must not be from the same journal. The submitted project must be a minimum of 10 pages. Given the nature of this particular assignment, some subheadings might be appropriate as you identify program design.

Section 1: Introduction: Make and introductory statement about the topic of your paper, what points are you attempting to make or discover? Provide the purpose of your paper.
Section 2: Summarize the recent history of reentry programs in this country (the last 10 years) as well as highlights of what programs seem to work as well as what programs seem to fail. This is a key part of the essay that requires the use of peer review research.
Section 3: Present a program design which should minimally include the following points:
1. Organizational structure of the program (for example, who runs the program at various chain of command levels)
2. A vision, mission, and outcome statement for the selected program.
3. A discussion regarding outcome measurement (what methods, who will do it, etc.)
4. Some discussion of budget including who will pay for it at the various program levels.
5. A discussion of what happens if someone fails the program.
6. A discussion of program eligibility. How is it determined and who screens for eligibility.
Section 4: Conclusion-based on your analysis of the articles and their conclusions regarding program success, what is your conclusion as to the program design you have selected. What do you see as the overall benefit of the program and some discussion as to the feasibility (cost, jurisdiction, stakeholder input, etc.) of this program? (The conclusion should always tie back or reflect on the thesis statement)
