U.S. public education has been formed from the interplay between political, social, cultural, legal, and economic forces. ELCC Standard 6 acknowledges that a public school administrator must be knowledgeable and conversant in how these forces have affected the establishment and operations of school systems in order to effectively manage them. The ELCC Standards conceptualize this study as ?understanding, responding to, and influencing the larger political, social, economic, legal and cultural context.?
Moreover, the public school administrator must have the requisite knowledge and skills needed to effectively lead the school system in addressing these outside forces that impact school management.
Finally, the public school administrator must understand how the public school system affects the greater societal context in which the school operates, and how to change the school system to meet the challenges of a changing society.
Public schools have not operated without conflict, issues, and problems related to the perceived notions of how schools should contribute to achieving societal goals, needs, and ambitions. Public schools have been charged with making a great contribution to the development and success of U.S. society through the education of the nation’s young. But, just as conflicts over goals and priorities have troubled the nation since its inception, public schools have been involved in these conflicts because of their essential role in perpetuating U.S. society.
Thus, a study of the role of public education in U.S. society includes both an acknowledgement of the role of society in shaping public education and a study of how public education has contributed to the character of U.S. society.
