Background: On September 30, 2011, Army General Martin Dempsey was sworn in as this nation’s
eighteenth Chairman of the Joint Chiefs of Staff. By law, General Dempsey now serves as the senior
military advisor to the president, the president’s National Security Council, and the Secretary of
Defense. In consultation with the other members of the Joint Chiefs of Staff (JCS), the Combatant
Commanders, the Joint Staff, and the Office of the Secretary of Defense, General Dempsey must
develop this nation’s National Military Strategy (NMS). As discussed in TSDM-11, this document
provides a description of the strategic environment and the opportunities and challenges that affect
our national interests and national security.
Situation: You have just been assigned to a working group tasked with drafting the National Military
Strategy for the Chairman’s review and signature. Your boss informs you that your recent
graduation from the Naval War College was a key factor in his selecting you for this temporary duty
assignment. He believes many of the concepts discussed in the Theater Security Decision Making
(TSDM) Course are particularly applicable to today’s strategic environment and should be addressed
in the future National Military Strategy.
