You are the HR Manager of ‘Reardon’s Hotels’, a UK based chain of boutique hotels with a head office based in Bristol. The CEO, Edward Reardon, started the business 20 years ago by buying a large guesthouse in Somerset and has since developed the company into a chain of seven hotels in the UK. Edward Reardon is the head of the organization and there are three further family members on the board of directors. The organization also has a firm commitment to equitable HR policies and as such the same (or similar) practices are adopted in every hotel wherever possible. The organization employs a relatively diverse workforce, and although salaries are no more than average for the sector (for example a hotel manager earns £45,000 per annum) there is an emphasis on continuing professional development and consequently the organization offers generous training and development opportunities.

Reardon’s Hotels have enjoyed a successful and profitable year and have recently acquired a rural hotel in southern Spain which they wish to add to the chain as their first overseas operation, with a view to developing the hotel chain further in the overseas market as a long term strategy. Most of the local staff will be remaining at the hotel but Edward Reardon and his senior management team wishes to recruit a hotel manager from their UK staff base, in order to ensure familiarity with the organization’s operational procedures and values. The position will be advertised internally to staff who are currently employed in a supervisory or deputy management role and thus the successful candidate will be effectively offered a promotion upon accepting the assignment. He or she will be expected to lead the changeover of the new hotel over a six week period and then sign a twelve month contract as hotel manager. This is a very important position as the success (or not) of the hotel will

have a direct bearing on whether Reardon’s Hotels decide to acquire other hotels in Spain or other European countries (and possibly further afield). Upon returning from the assignment the successful candidate will be offered a management position in the UK commensurate with his/her new skills, experience and knowledge base. In terms of reward, the average salary for a hotel manager in Spain is £30,000 which it is noted is significantly less than the UK salary he/she would enjoy. Edward Reardon and the senior management team are looking for a consistent approach to rewards (for reasons of equity and to ensure that there is sufficient incentive to work overseas) and also want to see a range of incentives offered over and above base pay as long as such incentives are appropriate to the circumstances of the position.

Finally, the new overseas hotel is in a rural area of southern Spain but within travelling distance of coastal tourist resorts and thus attracts a number of tourists (predominately British and German). There is a lively expat community living in the region and a local school (the private international school is situated ten miles away). The level of English language proficiency amongst the locals is fair but not as advanced as within the coastal resorts. The supervisory teams who are remaining at the hotel speak a good standard of English but the general staff are less proficient. Medical facilities and transport links in the region are very good, and crime is low relative to the more developed towns and resorts in the area.

You have taken on the role of re-opening and regenerating a business, formerly run as a local ‘public house’. This closed some years ago and is boarded up, due to the lack of custom.
(Historically) Previously, customers were drawn from the local area, which consisted of a few streets of terraced houses, mainly inhabited by workers from the local coal mine, which closed in the late 1980s, leaving the workforce with little in the way of recreational funds. Within the ‘pub’ in its heyday, there was a lively darts team and a full size snooker table which kept the local gents happy. Older customers enjoyed a game of dominoes and occasional games night with hot pot supper thrown in!
There is and still is a great community spirit in that area but ages are between 50 and 90+.
Other custom came from the surrounding agricultural and dairy farmers and their families, who are now more reliant on EU support but who still enjoy a good night out in the nearest village which has a lively ‘teen scene’ but tends to be too noisy for the older family members.
(The Present) In 2011, a new housing estate was built to the North – East of the building, which includes 300 affordable housing units varying from studio flats for sole occupancy to 2 bedroom modern ‘mews’ accommodation for young couples just starting out. 500 semi – detached 3-4 bedroom properties catering for middle income families and 200 detached properties for those in the higher income bracket.

The development has attracted a number of high earners in the low-cost housing who are mainly young, sales representatives, single and upwardly mobile. Although a few have been snatched up by young ‘expectant’ couples, a few with one small child already.
For the mid – range, incomes seem to be in the range of £28-36k with , in some cases, both adults working, whilst the top end tend to be young business couples, with children at school, college or higher education.

To the West of the building is a large ‘members only’ golf course. This is across a busy main road, which has an underpass in order to keep pedestrians safe. This underpass exits into your car park and there is an easement on that land which allows golfers access and to park on your car park.
To the North is a busy motorway, the slip road from which comes up very close to your building. In fact, the building is the first that motorists will notice as they leave the slip road, being about 300 yards from the exit (followed by the golf club) on the way into the village.

Your Task
Your task is to breathe life into this old building. You have great financial sponsorship and therefore are answerable to those who have put up their money but who are content to leave it in your capable hands, knowing that you are just the person to bring in a healthy profit. Much of this has come from the company who built the estate and you have their services at your disposal.
You can build, demolish, whatever it takes to meet the needs of the consumer, as you see it. Any new areas have automatic planning permission issued as the local council is determined that this community will become (again) vibrant and well rounded.
Using all the areas we have covered in the HR section of Business Relationships (of course you will be able to apply much of your marketing skills also) deliver your report containing organisational structure, staffing (how many, roles, supervisors etc.) and selection process, motivation, your use of groups in the different areas you have designed within your new ‘leisure’ facility.
