Consider the following:
Need. Why this particular program at this point in time? How can you tell if this program is actually needed (what methods will you use to assess if your ‘hunch’ is accurate)? From whom will you get your information (such as the pastor, staff, other ministry leaders, congregants, etc.)? Methods such as interviewing folks individually or in groups, reviewing similar ministry efforts elsewhere, developing a survey, etc. can be used to give you some of the data needed. Once a need is determined, articulate the goals for the ministry. What is this program hoping to address? Now, explore the available resources to determine how it will go about meeting its objectives.

Resources. Once the need is determined, you should review what is available to meet this need. If it is found that the need is not representative of others, you can write this up and modify the program you wish to develop into one that is targeted to an actual need. Be sure to be mindful of the program’s structure. Review the other programs that have been used to address this need. Can any of these programs be replicated or components of these be adapted or modified to meet the need in your setting? What may be useful from these other related programs and why? Who will participate? What materials will be used with participants? You will need to determine the best manner of resource delivery to target the need. In addition to locating and/or developing materials, consider who is able to lead/ serve in this program? Why these people? Who else can be used in implementing the program? Where will the program be located? What else will be needed to make this a viable program?

Evaluation. After you have determined an actual felt need, identified and selected appropriate resources to meet the need, you need to consider ongoing evaluation. What do you suggest regarding gathering information on determining ‘goodness of fit’ between the program you wish to initiate and the intended participants? In this section you must consider and express how ongoing development or revision can occur. How specifically can program usefulness be assessed to inform the ministry efforts?

In your write up detailing the new programs (and why it may be useful) make your own recommendations, including your rationale (to develop a new program). Write up according to the grading rubric below. Include all references.
