Each student will select an urban infrastructure component (roads; rail; water supply; wastewater treatment; telecommunications; health; or education) and analyse how it is currently planned and funded in NSW. Your evaluation should be structured as follows:
1. Role of public versus private sector institutions in providing the infrastructure item
2. Specific economic characteristics of the item (e.g. economies of scale, network effects, externalities, local public goods)
3. Critical evaluation of the current planning and financing regime/s for the item: what are the strengths and weaknesses?
4. What recommendations would you make for how this item should be planned for and funded in the future?
Your analysis should be presented in the form of a short report (1750 words ). Your report will be assessed based on the following criteria:
1. Clarity and thoroughness of analysis of current institutional and economic characteristics of the item (25)
2. Depth and insight of critical evaluation of planning and financing regime (30)
3. Quality of evidence presented in support of the argument (25)
4. Professional quality of writing and presentation (20)
