Indicators for comparison;
• Literacy rates male and female, adults and youth
• Gender parity in primary and secondary education. Prospect for achieving Millenium development goal 2015
• Level of tertiary education participation
• Quality of education: teachers educational level and pupil teacher ratio
Conclusions
• Policy and resources… one country is better than another due to…..

• Unfortunately there is as yet no single book that covers the course adequately, but for the first section (dealing with how and why comparisons may be useful) beginners might like to start with – Adolino,J.R. and Blake,C.H. (2010) Comparing public policies: issues and choices in industrialized countries 2nd ed, Congressional Quarterly: Washington.

• A much more sophisticated approach is taken by Landman, T (2008) Issues and methods in comparative politics 3rd Edition Routledge. Chapters 1, 2 and 3 look at methods of comparison.

• In each of the policy areas we examine in weeks 5-10 there is quite specialised literature, and you will need to try to read 2 or 3 pieces IN ADVANCE of the tutorial. The literature tends to be split between that dealing with industrialised countries and that written from a development studies perspective. In some fields common issues arise, but in others issues are markedly different.
